Separate persistence and publishing for visual settings on Settings page

Based on the conversation at https://source.ind.ie/indienet/site/issues/26#note_9608:

Separate persistence of form information from publishing of form info on the Settings page for visual elements (name, bio, profile image, background image, theme colour).

This is to enable the owner to play with the customisation of their site without every change being immediately published live to all visitors.

When there are changes, they should be communicated to the owner with a site-wide message informing them that there are changes to the site’s look and feel and prompting them to publish those changes when they are ready.
